Subject: Work Incentive Benefits Services (WIBS) During the Government Shutdown


Hello DVR Service Providers,

We have received confirmation that during the government shutdown, you or our consumers will be unable to obtain a BPQY (Benefits Planning Query) from SSA. DVR staff will continue to refer consumers for WIBS as appropriate. WIBS providers can continue to verify state benefits to get services started. In some cases, completion of the service will be delayed until a BPQY can be obtained. Providers may be able to use a past BPQY or other resources from the consumer, e.g. award letter to complete the Work Incentives Benefits Analysis.

Additionally, during this time, Social Security cannot process benefit verifications, earnings corrections, overpayment actions, or process any requests for information (form 3288) until the shutdown has ended. Services that can be conducted online will remain available.

If you are a WIBS provider and receive a referral, please discuss with the consumer and referring DVR staff what you can do to get services started and if the completion of the service will be delayed due to being unable to obtain a BPQY.
